ANALYSIS INCREASED OF FOREIGN INVESTMENT IN BATAM VIEWED FROM LAW No. 25 OF 2007 ON INVESTMENT
ABSTRACT
Since the development in Batam in 1970 untill now, Batam was designed to be a competitor of Singapore. In recent years it has been issued the implementation of Batam Free Trade Zone (FTZ Batam), Bintan, and Karimun. Great progress has been achieved so far, by the end of 2013, Batam has accumulated a total of about US $ 16.47 billion in investments composed of government investment and private investment. Government investment in infrastructure development. However, the increase in foreign investment in Batam does not necessarily make Batam as the main destination of foreign investment. Indonesia Investment Coordinating Board (BKPM) set seven best provincial capital investment "Regional Championship" In 2011 the province of Aceh, the Middle Java, West Kalimantan, North Sulawesi and West Sumatra. This is caused by the dualism of leadership in Batam that cause conflict regulation produced by the Batam Indonesia Free Zone Authority (BP Batam) and the Government of Batam which create legal uncertainty for foreign investors in Batam and the establishment of one stop service (PTSP) which obstacles facing inter-agency coordination, caused many investors licensing related departments / government agencies which have not been delegated the authority permissions to the Indonesia Investment Coordinating Board (BKPM) so that the effectiveness of the integrated one-stop service (PTSP/ One Stop Service) has not achieved its full potential, and also labor turmoil that demands minimum wage increases that often leads to anarchic demonstrations that threaten conduciveness foreign investment in Batam. This research is a normative juridical law, because the data to be retrieved and studied by researchers primarily on data obtained through the primary legal materials, Law No. 25 Year 2007 on Investment by using secondary law approach to the principles of law and refers to the legal norms contained in the laws and regulations in Indonesia
