THE EFFECTIVENESS OF BATAM CITY DISTRICT REGULATION NUMBER 1 YEAR 2012 ABOUT PARKING EXECUTION
AND RETRIBUTION

Abstract

In order to actualize a more obvious and responsible local autonomy, it was needed to continuously increase the local’s ability to develop its own area. One of the ways to do it was by doing the parking execution and retribution. This research discussed about the implementation of Batam City District Regulation Number 1 Year 2012 about Parking Execution and Retribution, the factors that caused the regulation not to be implemented effectively, and about the solutions given to the government so that the regulation could be implemented effectively.
This research used a qualitative method and sociological juridical approach method in order to describe the population and certain sectors systematically and accurately and to describe the situation and reality about the parking system at Batam City. The focus of the research was the implementation of parking retribution system at Batam City by Parking Technical Executor Unit (UPT) under the management of Batam City Transportation Department as Batam City Public Parking Manager and to find out the obstacles faced by UPT in implementing the parking management and retribution pattern system effectively according to Batam City District Regulation Number 1 Year 2012. The data was gathered from legal parking officers, the users of parking spaces at the side of public roads at Batam City, the Head of Batam City Parking UPT, and the Head of Batam City Transportation Department.
The result showed that the parking management had been done according to the existing local regulation. The implementation had also been done according to valid regulation, which was Batam City District Regulation Number 1 Year 2012 about Parking Execution and Retribution. However, the yearly parking subscription had not been done effectively. There were a lot of problems between people which needed to be seriously taken care of, such as the illegal parking officers, by giving some briefings to the people. A more serious warning and handling on the Batam City District Regulation Number 1 Year 2012 about Parking Execution and Retribution violation was needed. A legal act based on the valid regulation was needed so that the local regulation could be run effectively to be obeyed and executed.
