ROLE OF UNITS IN IMPLEMENTING POLISI PAMONG PRAJA ENFORCEMENT OF REGULATION
(STUDY ON THE IMPLEMENTATION OF STANDARD OPERATING PROCEDURE (SOP) SATPOL PP Provinsi Kepulauan Riau)

ABSTRACT

One of the officers who served as a supporter of local government is the Civil Service Police Unit (municipal police). Municipal Police Units (municipal police) is a device that assists the local government in the implementation of the course of the regional head of government and as a guard or the forefront in the field of peace and public order. To assist in establishing the regional head of local regulations and implementation of public order and peace of the community formed Civil Service Police Unit (municipal police). The purpose of this study was to evaluate the duties and functions to the police force in the development of the civil service and law enforcement in the province of Riau Islands. To describe the performance of the civil service police force in carrying out its role and its legal basis. To evaluate the implementation of the role of the police force in the enforcement of the civil service regulations in the field. The research in this thesis using sociological law. The object of this research is the legislation that the Indonesian Government Regulation No. 6 of 2010 on the Civil Service Police Unit (municipal police) and its relation to the Civil Service Police Unit. This study uses primary data and supported by secondary data.
The conclusion of this study is the role of Municipal Police in enforcing Regional Regulation in Riau Islands Province quite a role for Municipal Police already perform basic tasks that assist the Governor or Chief Regional Government in carrying out tasks in the field of peace and public order and enforcement of local regulation, because Municipal Police often perform operations that include weekly and monthly operations and conduct routine patrols against violations of local regulation, held secure places prone violation of local regulation, patrolling territorial, good delivery Municipal Police personnel in technical and functional training, coaching and approach for technical personnel Municipal Police and outreach to the public on regional regulations.
